Responsible AI Policy Template

A responsible AI policy is the document that turns governance principles into enforceable rules. Without it, teams build AI systems based on individual judgment, which means inconsistent standards, blind spots in risk assessment, and no accountability when something goes wrong.

Section 1: Purpose and Scope

Define what the policy covers and who it applies to. Be specific.

  • Which AI systems are in scope: all ML models, generative AI, rule-based automation, or a subset?
  • Who must follow the policy: internal teams, contractors, vendors, partners?
  • What counts as an AI system in your organization? Use a clear definition to avoid boundary disputes.

Common mistake: making scope too narrow. If your policy only covers internally-built models but your team relies on third-party APIs, you have a governance gap.

Section 2: AI Principles

State your organization's AI principles in concrete terms. Avoid vague commitments like "we value fairness." Instead: "All customer-facing AI systems must pass demographic parity testing before deployment."

Core principles to address:

  • Fairness and non-discrimination — how you define and measure it
  • Transparency — what you disclose to users about AI involvement
  • Privacy — data minimization, purpose limitation, retention rules
  • Safety and reliability — testing requirements and failure modes
  • Accountability — who is responsible when AI causes harm

Section 3: Risk Assessment and Classification

Define how AI systems are classified by risk level and what controls each level requires.

  • Low risk — internal tools, analytics, content suggestions. Require basic documentation and periodic review.
  • Medium risk — customer-facing automation, recommendation engines. Require bias testing, monitoring, and human review capability.
  • High risk — decisions affecting employment, credit, healthcare, legal rights. Require full impact assessment, continuous monitoring, human-in-the-loop, and ethics board review.

Section 4: Data Governance

AI is only as good as its data. This section covers:

  • Data sourcing standards — where training data can come from, consent requirements, licensing
  • Data quality requirements — completeness, accuracy, representativeness checks
  • Bias in data — mandatory analysis of training data for demographic imbalances. See our AI bias detection guide.
  • Data retention and deletion — how long data is kept, destruction procedures

Section 5: Human Oversight

Specify human oversight requirements for each risk level:

  • Human-in-the-loop: a human approves every AI decision before it takes effect
  • Human-on-the-loop: AI acts autonomously but a human monitors and can intervene
  • Human-in-command: a human can override or shut down the AI system at any time

Document who has override authority for each AI system and the process for exercising it.

Section 6: Testing and Validation

Before any AI system goes live:

  • Functional testing against defined accuracy benchmarks
  • Bias and fairness testing across protected characteristics
  • Adversarial testing — can the system be manipulated or jailbroken?
  • Edge case testing — how does it handle unusual inputs?
  • Load testing — does performance degrade under real-world volumes?

Section 7: Monitoring and Incident Response

Post-deployment governance is where most policies fall short.

  • Define KPIs for each AI system: accuracy, response time, escalation rate, user satisfaction
  • Set drift detection thresholds — when performance drops below X%, trigger review
  • Document the incident response process: detection, triage, notification, remediation, post-mortem
  • Assign incident severity levels with response time SLAs

Section 8: Accountability and Review

Name the roles responsible for AI governance, not just departments:

  • AI system owner — accountable for each system's compliance
  • Data steward — responsible for data quality and governance
  • Ethics reviewer — conducts impact assessments for high-risk systems
  • Executive sponsor — ensures resources and organizational commitment

Schedule policy reviews: quarterly for high-risk systems, annually for the full policy. The review must produce an updated document, not just a meeting.
